I was able to create an entry, for all day, recur, weekly, every 2 weeks on Tuesday, and it shows up in the calendar as every other Tuesday from the date range I entered.
When I changed the rule to include every day of the week, it shows up expanded, every day for a week from the starting day selected, and alternating weeks until the end date.
This behavior is what I would expect.
Maybe you are expecting the recurrence to happen at the start of the week instead of the middle? One way to do this is to make the start day Sunday instead of Tuesday.
